No one can figure out how this individual manages to keep the job he has.
He has no education in the field and very limited experience.
He has no people skills. He constantly barks at the people who work for him.
He has no scruples. He lies and cheats and does whatever it takes to get ahead
Maybe that is why he keeps the job.

These kind of guys tend to get promoted and made into district managers.
People fear this guy moving up and becoming head henchman.
