Surrender
I told my algebra kids the exam would come entirely from the regents book and I half the exam would be problems we went over in class. I told them they could use the book on the exam. They still failed. I am ready to give up.

Trust me it's a never-ending struggle with students who simply refuse to study.
I gave them a midterm review sheet and we went over all the examples. My midterm had all the examples in the same order as the review sheet and the examples were exactly the same format, just different coeffients and values. I kept the same variable. Guess what? A majority failed! After the midterm, some students came to me and told me, "yo those examples looked exactly the same as the review sheet, but with different numbers." Those kids pass. They seem to be more aware of their surroundings.
Moral of the story: the student who's awake, make it for heaven sake!
I dont think its because they do not care. I think its more because its too much and too hard for them and they are not there on grade level. It sounds like its a struggle in their other subject classes as well. I see similar experiences when I work with the little ones because they 'are asked to do too much' and they just do not get it.
I blame the Bloomberg/Klein/Walcott administration for this, not giving children the resources and modifications that they need.
I also agree with you on that, the problem is really from the national government and what they 'feel is best' for the children of America.
(Obama, Duncan, now Cuomo and Silver, Bloomberg, etc) are causing all of this. Even Oprah, I actually watched the repulsive video when she had Michelle Rhee on as a guest a few times.

Imagine these below grade level kids in an even larger class!! Bloomberg and Walcott are imagining exactly that!!!

As much as I hate Bloomberg and want to agree, I have to say the problem is bigger than them--it is nationwide.
