One of the things Panera Bread uses to judge their managers is employee retention. The company feels a big turnover in staff implies there is something wrong with the people in charge.Six (maybe seven) are retiring from one department this semester. Many of these employees thought they would never leave. Some higher up needs to see if something is wrong with the AP in charge.

On the contrary, this is precisely what the DoE wants -- get rid of the older tenured teachers and replace them with newbies who will never get tenure, who will never require a pension, who will never get higher, senior salaries, who teach (if you can call what they are being asked to do teaching any longer) for two or three years and then move on. this AP will probably get a merit pay raise.
You are right. This AP could get merit pay for snarl invests, bitchiness and just plain meanness. She is incompetent in everything else.
Madame AP is perfect for the job she was hired for: underhandedness, lying, screaming at the people she "supervises", and misplacing needy at-risk kids to fulfill some fantasy world version of teaching kids with special needs.
